Hi. The second value in the tire size (in your case 50 and 60) is the tire aspect ratio. In simple words, it is the height of the tire as a percentage of its width. If 50% of 195 is 97.5 in the first case, in the second case, the tire height will be 60% of 195 - 117 mm. So, the height will be greater with a 195/60 tire, giving you a few more millimeters of ground clearance.
